We should call the 4% a cost of living adjustment and not offer the merit increases above the 4% because that paves the road to political raises and that was the reason for the merit increases in the first place. Let us continue to avoid political choices and help the hardworking state worker out with 4% cost of living raises. If an employee is so bad the supervisor thinks he or she does not even deserve an increase, then start the process of terminating that employee by going through proper civil service procedures so we can continue to keep the politics out of review process. Make documentation the truth finding part of the process.
