State Civil Service Commission to Meet on proposed changes to layoff procedures

The State Civil Service Commission will hold a public hearing at 9:00 a.m. on Wednesday, June 3, 2009 to consider changes to state employee layoff procedures.

The hearing will be in the Louisiana Purchase Room of the Claiborne Building, 1201 North Third Street, Baton Rouge.

The Commission will begin receiving comments on these proposals at their regularly scheduled business meeting on Wednesday, May 6, 2009 at the same time and location.

Persons who wish to comment on these proposals may do so at either the May meeting or the formal public hearing in June, or by writing to the Director of the Department of State Civil Service at Post Office Box 94111, Baton Rouge, Louisiana, 70804-9111.

Comments regarding Chapter 5 should be directed to the attention of Glenn Balentine at glenn.balentine@la.gov. All other comments should be directed to the attention of Judy McGimsey at judy.mcgimsey@la.gov. In recent months state agencies have begun to prepare for the likelihood of significant reductions in force resulting from declining state revenues and the national economic downturn.

We received feedback from participants in the January 7, 2009 Layoff Preparation Workshop as well as requests from legislators asking that we review our rules and consider what changes we could make to minimize the adverse effects to agencies and services that are likely to result from the implementation of layoffs under the current rules.
